China cross-border retail: what must be checked for each SKU?
Cross-border e-commerce is a proposed sales pathway, not automatic product authorization. Start with the exact item, parties and customs method.
On this page
Start with the exact product to be sold
Assess the final SKU, not a broad concept such as “US nutrition powder.” Compile the complete formula and amounts per serving, ingredient identities and sources, manufacturing site, package, label, claims and proposed channel. A later change can require the assessment to be revisited.
Start the review with the actual product and ingredients, then examine possible classification, lists and sales mode. US manufacture and US classification are inputs, not answers to every China-pathway question.
Review the sales pathway for the finished SKU
The ingredient, finished product and business pathway determine the review.
- Product identity
Complete formula, specifications, use and classification.
- Applicable pathway
Product lists, import mode and responsible entities.
- Presentation and declaration
Labels, product page, declaration and platform requirements.
- Delivery and ongoing duties
Fulfillment, consumer information, traceability and risk handling.
This pathway is not a conclusion that a SKU is eligible for import or sale.
Distinguish customs methods and list conditions
Government guidance describes cross-border retail routes such as bonded online purchase (1210) and direct online purchase (9610), with conditions concerning the goods list, personal use and relevant transaction data. The current customs service guide distinguishes the requirements for different methods.
The goods list has been amended. Classification requires more than finding a similar name: check the tariff code, product description, notes and version in force. The 2022 amendment is historical evidence, not the current complete list on its own. Have specialists confirm the actual SKU with customs and the platform.
Personal-use treatment does not remove every requirement
The customs guide states that qualifying direct-purchase imports and goods using the applicable 1210 policy are regulated as personal-use incoming articles, with specified treatment of certain first-import permits, registrations or filings and exceptions including risk measures. Applicability depends on the product, route and conditions; it is not a blanket exemption from all food regulation.
The guide also calls for relevant participants to transmit transaction, payment and logistics information and take responsibility for data accuracy and product quality and safety. Consumers may not resell purchased cross-border retail imports. The fulfillment plan must match the actual customs route.

Review labeling and claims separately
Chinese-language information, labels, advertising and platform presentation require review against the final product classification, sales model and actual rules. China’s National Health Commission states that GB 28050-2025 takes effect on March 16, 2027 and explains its scope for prepackaged-food nutrition labeling; this does not justify assuming it applies identically to every cross-border SKU.
Review the package’s ingredients and amounts alongside online listings, customer-service language and research sources. Even where a human study is valid, assess whether the material matches, whether results transfer and whether the proposed wording is permitted in the target market.
Assign each open question to the right party
Create a SKU review record covering ingredients and specifications, potential classification and list basis, customs method, offshore seller, domestic agent, platform, payments, logistics, storage, returns, consumer information and the party responsible for quality and safety. Record source versions, response dates, owners and unresolved questions.
Tie each conclusion to a defined formula version and commercial pathway, with written responses. Revisit the relevant items when formulation, labeling, platform or fulfillment changes, and continue tracking regulations, lists and platform rules.
Review the key points
- Review each SKU against its final formula, packaging, classification and customs route.
- Personal-use treatment has conditions and exceptions; it is not unconditional eligibility.
- Assign responsibility for China labeling, claims, platform, customs and fulfillment separately.
