Cross-border retail and the specific SKUProject inference
FD1 intends to evaluate cross-border retail imports for individual consumers. The actual product, ingredients, parties, label and responsibilities must be reviewed against current rules for each SKU; this is not an authorization conclusion.
Classification and claimsProject inference
US dietary supplement terminology does not automatically determine a product’s classification in China. The applicable product name, label and claims require specialist review of the final product and channel.
Transaction and fulfillment responsibilityProject inference
Define the cross-border platform, import and China responsible parties, logistics, consumer information and traceability separately. Factory release does not complete China retail.
Personal-use principle in cross-border retail imports
The 2018 ministry notice requires qualifying cross-border retail imports to be within the relevant list and for personal use; purchased goods must not be resold. Current lists, tariff classification and the actual business arrangement still require review.
Timing and applicability of labeling rules
China’s NHC states that GB 28050-2025 takes effect on March 16, 2027. Its applicability and cross-border labeling requirements must be assessed for the final product category, channel and rules in force; do not assume universal applicability.
